Failure to Act: Deadly Biker Crash in New Hampshire and the Resignation of a Motor-Vehicle Chief in Massachusetts

In June 2019, a group of motorcyclists from the Jarheads Motorcycle Club in New Hampshire were on their way to a charity event when tragedy struck. They were hit by a pickup truck driven by Volodymyr Zhukovskyy, a 23-year-old with a history of traffic violations and drug and alcohol abuse. The crash killed seven members of the group, injuring three others. The incident shook the nation and brought to light the issue of drunk driving and the responsibility of state agencies in preventing such tragedies.

In the aftermath of the deadly crash, it was revealed that the Massachusetts Registry of Motor Vehicles (RMV) had failed to act on information provided by the Connecticut Department of Motor Vehicles regarding a drunken driving arrest involving Zhukovskyy in May 2019. The Connecticut agency had sent notification of the arrest, including a request to suspend Zhukovskyy’s license, to the Massachusetts RMV, but it was never acted upon.

The failure to act on the information proved fatal, as Zhukovskyy was still able to operate his vehicle despite being legally barred from doing so. The incident led to widespread outrage, with many calling for accountability and reform in the Massachusetts RMV.

As a result of the incident, the motor-vehicle chief in Massachusetts, Erin Deveney, resigned from her post. Deveney’s agency was responsible for overseeing the RMV and ensuring that it complied with state and federal regulations. However, it had failed to act on critical information that could have prevented the deadly crash.

In a statement released by the Massachusetts Department of Transportation, Secretary and CEO Stephanie Pollack acknowledged the agency’s failure to act and announced a series of reforms to prevent similar incidents in the future. The reforms included a review of the RMV’s processes and procedures, the implementation of new technology to streamline operations, and a reorganization of the agency’s leadership.

The deadly biker crash in New Hampshire and the subsequent resignation of the motor-vehicle chief in Massachusetts serve as a stark reminder of the consequences of failure to act. The tragedy could have been prevented had the Massachusetts RMV acted on the information provided by the Connecticut agency. However, the agency’s inaction resulted in the loss of seven lives and irreparable damage to countless families and communities.
